So the Queen's demand is frustrating if this is the case. And if it's not, at the same time it's still frustrating, once the announcement of an engagement would be made official, she'd likely have to quit her job to start her princess training. So (again, assuming she's working for her parents), why not just have her get more active with charity work and find a few she truely cares about to be the patron of once she's a member of the Firm. If nothing else, she'd get good PR out of it and more of a taste for what I imagine her diary would entail as HRH Kate.
